I'm not sure what extension you are talking about that is blocking Email to Friend.

I get email from sent from Joomla, Akeeba Admin Tools and J2Store orders from the site.

I'm not sure what is the problem.
The administrator has disabled public write access.

Seems problem came from other source. i have try to login to your site but our access is disabled.
